Virginia OZ 2.0 Selection Process

Virginia's OZ 2.0 selection process is jointly led by the Department of Housing and Community Development (DHCD) and the Virginia Economic Development Partnership (VEDP). Virginia has 607 eligible tracts under OBBBA and can nominate 152 tracts.
Process timeline:
- Spring 2026: DHCD and VEDP hold stakeholder engagement meetings and public webinars (April 16 and April 21, 2026).
- April 27, 2026: Stakeholder survey closes. This is the primary public input mechanism.
- Summer 2026: DHCD/VEDP review submissions and recommend tracts to Governor Glenn Youngkin.
- By September 29, 2026: Governor Youngkin submits final nominations to Treasury.
Virginia is engaging counties, cities, towns, and economic development authorities in the input process. VACo (Virginia Association of Counties) has flagged the process to its member counties for active participation.
